Add endpoint with all COA information

Not all information that labs choose to add to their client COAs are available through the API. One example is custom total calculations; there are multiple places that labs store custom total cannabinoid sums on the COA, e.g. in statistics boxes and tables.
Making all COA fields available through the API, including the labs' custom fields, is useful to integrators because many of their customers (our lab clients) have this data on their COAs and they want to use that information in other tools to create labels, analyze their test data and so on.

In addition to adding a GET endpoint to the public API for fetching this information we also need to add an endpoint for POST'ing this information. This is so that 3rd party api labs can give us this information that we can then allow other api integrators to access.
